Also, when Neo meets the architect is that in another level of the matrix?

So, is the ORACLE another programme created by the Matrix?

I don't understand the logic in the part where the architect says that Zion has been destroyed five times before.
If it is, then what is the point of rebuilding zion and eradicating it again?
