Correct. The test Q is used in leiu of ID. I believe there are exceptions for large amounts of $$$ or $$$ sent overseas. I would say WU is better than sending cash through th mail. I believe there is some law against that, though I'm not certain. If it is, it's not enforced aggressively or I'd get in trouble every time I sent my nephew his b-day $$$.
