Do a search for winny/winnie/winstrol in the search function, or even in google... turn your brain on sponge mode, and absorb EVERYTHING... I know a few people that have done winny only cycles as a 'boost' to harden up in the summer... it helped a little... but likely wasn't worth it for the sides...

Then we'd get a better idea of whether or not it'll help... steroids aren't magic... however they help out, if they are coupled with an already solid training and eating schedule...
So...
If you weigh 195lbs, and are around 22% bf... and have limited experience... it'll likely do the same as training without it...
If you are 215lbs, and 10%... have a great diet and training routine, but are looking to harden up... then it might help a little... but on it's own... it's pretty weak... I'd throw some test in there as well...
