Why does he want a resignation letter?

The branch manager where I worked wants me to write a resignation letter and say that he offered me another position which I turned down. What is the purpose?
 
Probably unemployment.

Was there other tension between the two of you

no lawsuit for wrongful firing / age discrimination etc. and like they said above, unemplyment. If you quit without "good cause" you're ineligible to collect. and "good cause" is a subjective judgement in the hands of a petty beaurocrat.

Unless there's some incentive or benefit to you, I'd say don't do it.

THe only incentive being that I may have to use him as a reference and if I refuse to write the letter, he could testify falsely against me if he were that kind of person.
 
use your buddy as a reference and tell this guy to get fucked. Reference checks nowadays are a total joke, and unless it was the job of the century and you are moving up into a crucial executive position with a stringent background check, then tell him to stuff that letter

No tension between us, but the first guy I worked with was out of line and the branch manager admitted so. He tried to get me to do illegal u-turns and other things on the road. Also the trucks kept breaking down. Imagine an armored vehicle breaking down in rush hour traffic. Now I see, they are afraid I might try to collect unemployment. But, I will not.

Mandatory 2 page letter, typed and double spaced. I think that's asking a bit much, don't you? LOL. I'm not writing the letter. I owe him nothing.

really now. All you gotta do is give 2 weeks to use that job as a reference

Just write a one sentence explanation and then pad it out with two pages of "Kill Flanders kill Flanders kill Flanders kill Flanders kill Flanders..."

"wrongful termination" and "defamation"

just place the cards on the table for your employer if he is going to get rid of your are entitle to severance and unemployment other wise you'll visit and employment lawyer and file a suit for wrongful temination and defamation.

In addition to that make sure you use all your sick days and vacation days before he get rid of you.
