Which is safer for online "transactions", home or library computer?

Which is safer in terms of preventing law enforcement from being able to track transactions, find out who is REALLY using the computer for specific transactions, and which is harder in terms of the police being able to seize the computer(s) in question---personal, home computer, or public, library computer not registered to the person in question who is using it for online transactions?
