The best photoshop program is photoshop 7.0. It's the lastest and best version. It's also the best image editing program too. Other good image editors or Paint Shop Pro and Neopaint.

I'll put my vote in for Photo Shop.

If you're really not into all the advanced things, you could get away with using Paint Shop Pro, but I still stay Photo Shop is best all around.
