What to dissolve in?

I have nolvadex powder and need to dissolv it in something for long term use. I thought of water but due to bacteria maybe some alcohol would be better, so what about vodka, that is the strongest alcohol I can get my hands on(40%)? Would it ruin the nolva or would it be ok for long term use?

bacardi 151 or better yet, if possible, everclear. Not sure about propylene glycol, but could give that a shot as well.
