NO! What the guy is saying, is that you can purchase ephedrine hcl without a prescription, even after the ephedra ban! In other words, the ephedra ban will only affect those who dont know what their doing... those who do will still buy ephedrine hcl (which in my opinion is the better stuff anyway!).
