What constitutes welfare, and what do you consider to be abuse of the welfare system.

Is Social security welfare? on one hand people get money for doing nothing but sitting around, but technically it is really their money to begin with, the gov. was just holding it for them.

Or what about corporate or student welfare. Are these forms of welfare considered long term investments rather than welfare? Is giving a 3 billion subsidy to McDonalds not welfare because that will help the economy?

C'mon people. discuss. What is welfare? People complain & attack it all the time but there is no clear cut definition of what constitutes welfare and what constitutes unjust welfare.
