What causes people to do this?

OMG. How can someone honestly do that to their children? Why are people like that actually given children? That's sick and disgusting and absolutely horrific. Those poor children to have to go through that.

The death penalty is too good for such evil. Of all crimes, those against children are the most despicable, and are far more deserving of ultimate retribution.
