In Die Hard, when the body lands on the cop car and then he floors it in reverse and falls off the edge of the parking lot - within that scene Bruce Willis says "Welcome to the party...".
In Beverly Hills Cop, when Eddie Murphy's character first finds evidence of drugs in the warehouse with the art dealer, a bad guy walks up behind him with a gun to his head and says "Welcome to the party...".
Not Another Teen Movie - Preston welcomes everyone and says that as people come into the party - then asks them if they are going to have sex, do it in his paren't bedroom.
In Total Recall, Arnold either says "Welcome to the party Richter" or "See you at the party "Richter" - I don't recall which, and it very well could be both.
Those are the ones that I can think of off the top of my head.
Can anyone else come up with a movie that has "welcome to the party" in it?
