If you plan to stay in Wash DC, then somewhere near Conneticut Ave and M St.. Thats where alot of bars/lounges are and a few clubs. If you want to experience Georgetown, thats always good as well. Lots of shops/bars and a $10 cab ride to Conn/M. Maybe $5 if you're still in the same zone.
Make sure the cabs don't juke you, in the cab will be zones marked. Within the zones, you pay a flat fee + $1 or 2 for additional passengers.
As far as hotels, the nice ones are on 16th street by the white house. If a step lower, maybe try the Embassy Suites on M/23rd or 24 th st.
Or can stay across the river in Arlington (Clarendon/Rosslyn area) lots of mid 20's to early 30's.

At the risk of sounding out of touch, the two big ones are VIP and Dream. I have not been to either, but have been past them on busy nights.

clubs in DC really blow, especially after you've been to South Beach for Winter Music Conference, Cancun (La Boom, Daddy Os), Oktoberfest (Munich discotechques).
So don't be overly excited with the club scene...Alot of people have been going to H20 (near the fish market off of Maine Ave) and Sake (sushi bar/lounge in Addams Morgan)
3 big areas to party in the city are :
Georgetown (Mst and Wisconsin) mainly bars and few miniclubs, like Modern, 3rd edition, Rhino bar, mei and you
Mid town (18th St and Conn Ave) 1223, Lucky Bar, Cafe Citroen
Addams Morgan (18th V st) Saki, cities, good ol Heaven/Hell, and a bunch of other bars/mini clubs
Dance clubs are on 5th and F St. (VIP, Platinum, Home) which play anything from rap to dance/trance/techno depending on the nite.
Dream is way out in its own area, so if it blows, you have to head back to one of areas mentioned above.
