I don't know for sure who the safest, but here are some facts to consider:
1. The US postal service is an arm of the USA government & thus more likely to be looking for suspicious packages to comply with the whole "drug war" thing.
2. Don't be taken by any fool who tells you that USPS is the safest because they need a warrant to search a suspicious package & the others do not. HEY FELLAS, IF THE PACKAGE IS SUSPICIOUS & THEY NEED A WARRANT, THEY ARE GONNA FREAKIN' GET IT!!! They requirements that constitute a warrant are real low.
3. Some of those requirements that constitute a package as "suspicious" may be....
a. More than one package that has arrived at one specific addy with a bogus return addy. Every Express package is scanned in & when it is, the fact that a bogus return addy has been put on it comes up on the screen. If information comes up that more than one package has come to that certain addy with bogus return addys on them--it is suspicious
b. A package that meets the first requirements & has been sent from CA, FLA , TX, NY
c. If a drug sniffing pooch hits on a package that meets the previous two requirements, you can bet your ass they have more than enough info to get a warrant. And cops can always say that the dog hit on the package, even if it didn't. What are you gonna do? Call the friggin dog to the witness stand?
4. As far as I am concerned, UPS & FED-EX are a LITTLE bit safer as they are not trained & are not necessarily looking for, suspicious packages. I have worked at UPS before & let me tell you that there is such UTTER FREAKING CHAOS at the hubs due to the amount of packages, that you don't even have time to look at a package ONCE, let alone twice! They are looking to move packages QUICK & the only way that one of THEIR packages would be open is if it was seriously damaged & had to be repacked or if an addy was ratted out. If you make sure that your source wraps your gear in a SEALED bubblepack or something similar, then those will simply be put into a new box & sent. Hopefully in that case no vials or amps were broke.
5. UPS does NOT work with law enforcement as far as letting undercover narcs use their uniforms & or trucks to make a controlled delivery. That being the case, you can bet that if you see the brown truck---your in friggin luck!
6. Fed-Ex was used by a bunch of pot smugglers out of CA who got busted like 2 years back & work a LITTLE bit more with LEO's than they MAY have before that, but not like the USPS would IMO.
