yes, the policy of OPEC is a determinant of what the market takes into consideration as far as current supply and demand, but the price of oil is determined in a FREE MARKET.
And the price of oil fluctuates $2 almost every day. The price is down over 20% from the highs this summer. So does that mean "THEY" have lowered the price $15 since this summer? No. it's a free market. the market sets the price.
