I'd say (without much conviction)
The Velvet underground
The beach boys
Violent Femmes
I prefer Men at Workperkele said:Toto is THE most underrated band ever. Thanks to every single music critic there is.

I'll agree with you that Steely Dan has been underrated ... I have to say that I do think the Eagles are pretty well respected.perkele said:Eagles

I'm totally throwing in with Zero on Jethro Tull.
And I'm gonna mention a band that probably NOBODY has heard of but did have one hit song in the 90s, Webb Wilder![]()

Jethro Tull is one of the few prog-rock bands whose music has aged well. I can live without their conceptual pieces such as "A Passion Play" or "Aqualung" (the song, not the whole album), but a lot of their early material still sounds surprisingly fresh. And Ian Anderson is a big ailurophile, he gets points for that in my book.
Well I learned SO MUCH from this single post ... a new word, a new reason to toddle after Mr. dB in star struck awe, and a completely COOL word for a cat lover!!!
