You cannot spot tone.
Diet is first and foremost key.
There are specific exercises that do strengthen these areas:
1. ankle weighted leg lifts. Strap on a 5 - 10 lb ankle weight and you can do either laying down leg lifts (with one leg tucked under) or standing leg lifts.
2. lay down on your back, resting on your elbows. keep one knee bent and turn the other leg in. With a 5 - 10 lb ankle weight, raise and lower your leg. Repeat with the other leg.
I want to add also that nothing beats good sets of : SQUATS , LUNGES, and DEADLIFTS. (as well as sprint training).
