First I would decided if you wanted to bulk in the winter then cut in the summer or bulk until you reach a certain weight over an extended period of time then cut. You have to build a house before you can paint it. I would try some Xenadrine and do some morning cardio about three to four times a week in the morning on an empty stomach. Make sure you take Glutamine and some BCAA's before cardio an empty stomach.
At 5'11 155lbs, theres nothing to cut, hell im 6ft over 200 & i still feel im to small to start cutting. Add ATLEAST another 50-60lbs before you even consider cutting
An idea..........
Rather than trying to get the fat off your abs, try gaining some weight and work out your chest, back, shoulders and arms. Build up your upper body and develop a nice "V" shape. Then you will stop worring about your abs.
