State Department terror attack warnings, but where's the color code change?

The State Department has issued a "worldwide caution," warning U.S. citizens and employees of the threat of more terror attacks on the second anniversary of the September 11 attacks, saying there are "increasing indications that al Qaeda is preparing to strike U.S. interests abroad."


Has anyone noticed that there have been several of these warnings the past few months but Homeland Security hasn't raised the threat level to orange? Why is that? I think Bush has ordered Tom Ridge to stop elevating the color code. If we're on level orange frequently then it means that terrorists are still out there and that would mean that Bush has not been successful in wiping out terrorism as he promised to do.
 
The State Department usually issues travel warning to Americans that are abroad, or plan to go abroad. Homeland is concerned about home turf, so you won't see a change in the threat level because of a State issued travel warning.

Although it makes one wonder if they are sharing information or not.
