I occasionally smoke a jay before my workouts when i work evenings and i workout early. Sometimes i have tons of energy, I relax alot more in my whole body and being more focused and aggressive. It sure goes the other way around too, but i dont find it dramatically. Its leaning more over to better, but I like it so. ;)I tend to get more pumped and veiny.

In moderation, I think it helps recovery.
 
I'd say it depends on the person. Even if I've been smoking 10 times a day for a year and I'm really use to it, my mind wanders too much to get a good workout. On the other hand, my brother loves to get completely ripped and says his focus is unbelievable when he's high.
