Slow and steady

So on my journey to becoming the strongest version of my self, I have become quite hung up on what my scale says

Right now I'm hovering around 200lbs. I powerlift and enjoy lifting in the 198 pound class bc I can be competitive. But if I we're to move up to 220 I would not lol

So I have been eating my maintenance cals for about a year now and progress has slowed tremendously.. Now I'm not saying I have completely stalled by any means but it isn't like it was before.

So here's my question.. Do strength athletes bulk and cut?? And can you retain most of that strength with a long slow cut? Or do you eat at maintenance and just make slow and steady progress? And what's happening to your body while your doing that? Are you basically recomping?
