if a controlled delivery is arranged, how long does it take customs/feds to arrange such delivery once it land in the u.s?

From what I've seen (meth, extacy...), less than a week.

It varies but I've seen it only days after a package is seized by customs. It likely depends on the reason the package is seized initially (flagged address, recognized AAS) and whether they are clear about the contents of the package.
