sending money with WU without ID question

I read you can send money with Wu without a ID if it's under $1,000. Now I have sent money before with Western Union under $1,000 and they always asked for an ID... I never said I din't have an ID or anything.. Is that what I was doing wrong? Or does sending money overseas with western union under $1,000 require an ID since it's overseas?

You can use a test question and send up to 999 dollars. This is just a way to waive the id of the person picking up. You dont ever have to use a id when sending money but if something happens and you go to get the money back they do require an id for that.
