What are the chances of an international source getting caught?

Let's analyze this. A great source in Country X is doing great business. Fast delivery, cheap prices, and great packaging. However, a client gets busted in Texas. He gives away his source in Country X.

Now, how can the source in Country X get arrested?
John Doe from Texas rats out his source. Law enforcement starts an investigation. What method will they use to get to the source in Country X if it is out of their national jurisdiction? Will they contact the authorities in Country X and beg them to arrest the source and extradite him? Will they send covert agents in Country X and bag the source? Any ideas?

Can he get arrested the next time he picks up his money at Western Union during a controlled sale, by the local authorities in Country X who were tipped off from the Americans?

Any other ideas and safety tips for int'l sources?
 
Also, where can I find a list of which countries have extradition treaties with the USA and which countries do not?

Your best bet is Mexico dude.

Its easy to get there, and while they have an extradition treaty, the government is so poorly organized and run, and law enforcement is so poor--it is practically a done deal once you are there you are safe.
