well it's not cheap to live on the coast anywhere here but you can find some amazing point breaks around ventura/oxnard area and neither of those places are too $$ to live in. Also if you venture down to orange county, there are numerous good beaches and you can live somewhere a bit inland for cheaper and commute to la playa.
