Question about BMR

Would BMR be LBW x 12 instead of just BW x 12? Wouldn't a 200lb person with 10% BF burn more calories at rest then a 200lb person with 15% BF?

BM, body mass. YOUR TOTAL weight.

Lets say u have a person at 200 lbs at 5% body and a person at 200 lbs with 18% BF. The guy at 5 % is going to be burning way more calories because muscle burns more cals than fat. So if they were using the BMR for their calorie intake, wouldn't it affect their results?

Theoretically, that would be correct. But, we don't have time here to measure people's BF% nor do we have time to run all the factors in. BMR is a general measurement, so it suits everyone well.
