Purchasing "stuff" in High Times magazine

i was thumbing thru High times mag and saw they have kits for growing dro, and then another page has a place where you can order from Amsterdam to get high grade seeds...my question is this,,If we order finaplix pellets and then a kit its legal right?,,,but when its converted its illegal..what about ordering from the businesses in High Times is it illegal to order a marijuana growing kit? I am sure customs would nab the seeds but thats not a prob i am mainly wondering about the kit
