Proxy or VPN to roam the web anonymously?

Question: Which is better to hide your web activity? Proxy or VPN?

2nd- Will any of these actually work if you got the govt breathing down your neck?

I personally prefer TOR... but rarely use it. It is a proxy network. Please realize nothing is fool proof but it is pretty darn good in that it it makes things not worth the time it would take unless you are getting on someone's radar. For the record I am an IT person.

If the govt is breathing down your neck consider yourself mostly fucked means someone wants you which means the effort might be worth it. Consider using file system encryption such as described in truecrypt.

using VPN because I download a ton of stuff. Always avoid VPN's that are hosted in the USA. As far as TOR goes its good but it affects your speed.

if they want you they got you... but, it probably can't be used as evidence since they would have to disclose how they got the information.
