PM are not accepted at 10% full!!! WTF???

Why is it when my PM box becomes 10 % full even, it becomes unavailable for anyone to PM me... I tried to delete sent messages and as soon as it get full to 10%, it doesn't accept messages from people, it tell them it is full...
HELP!!!
