Phloel & Primobolan

I've just begun a cycle using Phlogel to apply primobolan transdermally. However, in applying the mixture, I find that the Phlogel disappears, leaving an oily coat on the application site. Does this mean that most of the primobolan is being left on the skin? Or is it just the oily base being left behind while the steroid is transported through the skin? Also, since there is now no reservoir of primobolan at the site with this application method, isn't more application necessary for the same effect than with injection?
