Penalized on the job for doing too much work

OK, I have a job where the amount of work I do is easily measured. Today, I have one hour left and I have already exceeded the amount of required work for the day. I can't sit here doing absolutely no work at all, that would cause problems. I could keep going and meet a higher standard which would entitle me to a very small "bonus". The problem is that if I get the bonus this month then the minumum amount of work I am required to do without getting fired will increase next month so it doesn't really pay to do more work. The business world is crazy

Sounds like blue collar city workers. They are encouraged to slow down all of the time.

The city workers are probably told by their bosses to slow down. However, in my case I have to slow down without looking like I'm slowing down.
