if someone in another country has a patent on a thing that you want to reproduce... can u do that? I think u can and then you pay a % to the person right?
no, that is called patent infringement-----but it depends on the country where the patent is registered, what conventions the country is a signatory to, what country you plan to do this in--it crazy complicated.
Generally, you would contact the party who possesses the patent and then obtain a licensing agreement to use that patent. For international patents, it can be complex but it is not that bad. Really, it all depends on the nature of the patent and the country where the other party resides. I have dealt with international law (my main focus in international arbitration specifically) and it is not as complex as it seems. It is costly though. I would strongly finding an attorney who specializes in international patent law and have them do the ground work.
