My waist size

I've heard some people measure 1 inch above their belly button. However that seems wrong as I have a larger measurement right ON my belly button.
I have some lower ab fat and that just makes the measurement fluctuate a great deal.

Where do I measure?

Right on the belly button. That's the proper way to measure it.

I'll echo BigAndy69:
Right on the belly button, now, if your waist is higher then the belly button then go from the waist line down to the belly button. As long as the measuring tape connects on your belly button, then you're fine.
