making var powder into stable mix

This may not be what you're looking for, but I have done things of this sort:
Get size 4 gelatin capsules. Each one can fit about 150-170mg of cornstarch when packed pretty tightly with a small metal rod.
So you would mix 28-30g of corn starch with the 2g var to get 10mg capsules, or 13-15g cornstarch with the 2g var to get 20mg capsules. Mix it extremely well for a long time in a bowl. Stirring it while looking for clumps would be a good idea. Hand tamp the capsules with a plastic tube (used as a funnel) specially fit so the capsule end fits just around it, and a small metal rod about 2mm in diameter. Wear latex gloves. Pack each capsule tightly with the rod, pushing the powder through the plastic tube. Hold the capsule-funnel connection with one hand while using the other hand to pack using the rod. Use a little spatula to scoop powder into the small funnel. You can count the number of capsules at the end to make sure of the approximate dose in each capsule. You could also practice with pure corn starch first. If done right you won't lose any of the var at all and you will have convenient capsules.
I have some equipment to help me to do this, but I think it is feasible with a scale accurate to 1g, a modified small plastic funnel, and a metal rod. The size 4 capsules can be found if you look hard enough.
It's not a liquid, but I like capsules better. I think ethanol or a high proof liquor would dissolve the var, although I am not 100% sure var would be stable in ethanol. Sorry I don't have any information to help you to make a solution.
