How many cc should i use in an oral syringe for one dosage, is 4cc right?

Typically it's manufactured so that 1ml is the standard dose. It can vary tho. I think 6mg is normal but double check

If you are talking about how many mg per ml, it depends on where you got it from. I know the AG Guys Albuterol that I use is 4mg per ml, so 1 full dropper should be 4mg.
