The other day in Delaware the State Police were on Interstate 95 stopping moterist to have them fill out a survey for the Delaware Dept. of Transportation. Does this in anyway infringe upon a persons constitutional rights? Personally if I had been pulled over, I would have used it for toilet paper and told them to fuck off!

Unless they were implying that it "HAD" to be completed and was mandatory to pass then "no" it isnt infringing upon anything because all you have to say is "I am not waisting my precious time in filling out some shit like this" then tell them to page you later. Now if they said you had to complete the paper then that is infringement because all I have to do in this world is dwarf others and harvest the herb of life. peace
