IRVINE, Calif. - California high school sports officials have approved three new regulations aimed at curbing steroid use among teen athletes, making it the first state in the nation to take such action.

The California Interscholastic Federation voted Friday to require parents, players and school officials to sign contracts promising that athletes won't use steroids; regulate what dietary supplements coaches can distribute to athletes; and require coaches to earn a certification that includes steroids-abuse education.

The new rules take effect this fall, though coaches have until 2008 to earn the certificate. The council, which oversees high school sports in California, decided against requiring mandatory drug testing.

The California Interscholastic Federation is the first U.S. high school sports organization to take action aimed at curbing steroid use, but other states may follow suit later this spring, said Roger Blake, the group's assistant executive director.

California lawmakers passed a measure last year that would have required students to pledge not to use performance-enhancing substances, but it was vetoed by Gov. Arnold Schwarzenegger, a former "Mr. Universe." He said parts of the bill mistakenly focused on dietary supplements and not the more dangerous steroids.

I live in California and I couldn't agree more...Arnold is piece of trash, the worst governor we've had here. Yeah, he's a hypocrite when it comes to the steroid issue, but to me thats just the beginning. When he became governor, the state was in bad financial shape...so what does he do to fix the budget? He makes it virtually impossible for poor college students to qualify for student aid...while increasing state college tuition 10% every year for the next decade. Now only the richest kids can afford college here. Fuck you Arnold...

Well first off I think that all Californians should bare the burden equally. Secondly...I think that among college students, it should be the wealthiest that chip in the most...not the poorest, as he seems to think. The bottom line is that CA is the state with the MOST money, and the MOST income. There are plenty of ways to fix the budget without targeting the students who rely on financial aid to pay for school. They don't have money...thats the point of financial aid in the first place. Am I missing something here...

If you want to go to college pull a student loan. State colleges are still a great deal compared to going to a private school . I love the way you blame the wealthy. Why don't you blame the poor who keep having baby's the can't afford . There the one's taking the money that should be going to your education.

I wasn't talking about a free ride. Student aid always includes a lot of loans (like 70% at my school). And its not the wealthy I blame...if your parents are paying your tuition, great...its Arnold and the legislators of CA that piss me off. They've made it even tougher on kids whose families aren't helping with college costs. If they need college students to help bail the state out...why not just raise tuition?

Everyone has their opinions. Mine is that investing in education, at all levels, is good for the state. It was bad planning that got the state into a budget mess...and now I just see more bad planning. I don't believe in taking money from the rich and giving it to the poor...or vise versa. When there is a budget crisis, and those that got us into it can't be held accountable...then we all need to chip in. Thats all I'm saying.

Bottom line = community college in california is DIRT CHEAP! $23/credit hour is about 1/4 what I paid in GA. If there was an easy way to balance the budget Gray Davis would have done and Arnold wouldn't even be in office.

College out here in CA is crazy subsidized. My State University tuition costs (full time 14+ units) was $3800/year. My Community College tuition is $28/unit. It's extremely cheap (relative to other states) because it's majorly subsidized by the state. I have no problem paying what I am now for tuition (dorms, on the other hand, are a whole other issue).

First of all, Federal Loans are all a student should need for college tuition - almost anyone is qualified to get a Stafford Loan

Second, tuition is going up EVERYWHERE, not just in Cali. Probably because a high school diploma doesn't mean much anymore, so more kids are opting for college

You are absolutely right booey. I think a lot of folks missed the point I was trying to make. I wasn't saying that college is too expensive in CA, or that this group or that group needs to pay for my college. I pay for my own college, and its not a big deal. And yes...federal loans are still just as easy to get as ever...

The point I was trying to make is this: I just don't think that one single group should be made to bare most of the financial burdon of fixing California's budget crisis...but if it IS going to be mostly one group...why choose the poorest 20% of college students? That just doesn't make any sense to me.
