Does anyone know how to look up which law makers wrote specific laws in the state of FL?

There is a new law going into effect in a few weeks which is totally fucked up....it has to do with the construction industry...and i'd like to see which politican was behind it....
any help?
 
A few things....when getting a new roof put on your house, the roofer has to instal whats called a secondary waterproofing membrane...I dont have a problem with this part of the law...if installed correctly its actually useful.
The dumb part of the law says if the house is valued at over 300k the roofer has to inspect the hurricane strapping on the trusses. The law states the roofer has to remove 6 foot of the decking all the way around the house to inspect the strapping. Well most people know that a sheet of plywood, the most common type of roof deck is only 4 foot wide...so why the law states you have to remove 6 foot noone knows...so now the homeowner has to pay to have 2 full sheets of plywood removed and replaced...all the way around the house....and have the strapping inspected....well by building code a roofer is not allowed to remove the decking he has to have a general contractor do it...the law also states that once the cost of this additonal work adds up to 15% of the total cost of the job you don't have to do any more....well to do what they are requiring will cost about 60% more...that means once you get 25% of the house done, to the new codes, you dont have to do anymore because your over the 15% limit...so 1/4 of the house will meet the code and 3/4 will not....so where is the benefit in this to the homeowner? to the insurance company? to anyone? Plus this is going to change the average price of a re-roof in Florida from about $10,000 to $16,000 for shingles......its a poorly written law by someone who knows nothing about construction...no benefits to anyone here, except the roofer who will make more money because the total cost is more and only added cost to the homeowner.
