I know there is a difference between personal use and intent to distribute... but is there a specific cut off point. In other words, is it mandated by law as with other drugs, or is it up to the judge?

Under federal law, the penalties are determined by the number of dosage units. A dosage unit is equal to 50 tablets or 10mls. The number of dosage units equates to a certain level within the US Sentencing Guidelines.

While some state laws have specific quantity cut-offs which escalate offense levels, the difference between getting charged with "personal use quantity" versus with "intent to sell quantity" is usually based on the shaky opinion of a narcotics detective with little or no experience with anabolics. I saw a cop swear straight-faced and under oath that based on his extensive research, steroid users typically consume only ONE d-bol tablet per day (therefore 1,000 tabs would make this bro a major dealer). Happily, I've been advised by several lawyers that the chapter of LEGAL MUSCLE dealing with real world quantity issues was quite helpful in rebutting such foolishness.

I always appreciate the cops who refer to gear as narcotics.

True. I know of one person caught with 5k dbol tabs and charged with P w/I/S/D for having 5,000 doses of steroids! Makes you wonder why there isnt a trafficking charge for Sch III drugs! LOL.

Maybe cops really do think each dbol is a dose and thats what they are running their cycles based on? It would explain the huge gap in physiques among us "bad guys" and the good guys:)

Remember that state laws don't have to follow the federal guidelines. In Mississippi for example, section 41-29-139(c) of the Code makes ONE TABLET or ONE MILLILITER a dosage unit. This is quite a contrast from the federal guidelines. You should know the law in your state in addition to the federal law and guidelines. LEGAL MUSCLE covers every state and Puerto Rico in detail.
