Just the butt...

What exercises can i do to just build the butt only....minimal if at all working the quads and hams if possible...

Putting a strap around your ankle & do glute lifts from the cable machine? I saw that in Muscle & Fitness Hers on an article with Carla Sanchez.

Seems like there should be no hamstring work & definitely no quad work - no knee flexion & only movement from the hip.

This is very good for the glutes, and as you said, it places little to no work on the hams or quads. Also, cheese toasters (I think thats what they call them), you lay down (on tummy) on a flat bench and put a moderate dumbell between you feet and raise it while flexing the glutes.
 
Nothing will add muscle to your butt except deep leg presses and squats I'm afraid. For more butt envolvement put your feet very high up on the leg press platform.
You can do isolation work till the cows come home and it will not "build" your butt IMO:)
