Is my Hitman2 Game Broken?

I am at the last level. And I know they don't let you bring any weapons other than the sniper rifle. Well once I found the ammo I went to the building across the street and shot like 8 rounds at the russian dude and he didn't die. Then I shot at some other guards and they don't die they just shoot me until I am dead.

Do I have a glitch or did ya'll experience the same problem?
