after a cutting cycle will the muscle look hard and vescular as soon as you have low bf for the rest of your life or will it disappear after you stop taking winny masteron etc...?

Depends. Build, body fat, diet, exercise, genetics etc will all play into how it plays out. When you have a good muscle base, and get lean, you will always look muscular and vascular. However, that insane shredded look is not sustainable hence why there is always a pre-contest period for BBers. The human body cannot sustain 3-4% body fat forever and the undeniable hardening effect of masteron goes away eventually.

If you stay lean you will always be hard and vascular and drugs dont make a difference to this. If you gain fat then this will disappear.

compounds like winstrol, proviron, masteron that give you that 'hard' look are exceptionally good at removing subcutaneous water
- obviously when you stop taking this stuff, it wont have this effect anymore. being 'dry' and being 2-3% bodyfat lower are not the same thing
- vascularity will decrease because you wont be dry ALSO because youre coming off steroids which increase RBC count and increase total blood volume, especially winstrol (high blood pressure, anyone?)

staying lean of course is going to make for a quality physique but you will gain a little water and your veins may not be as pronounced or as large and pumped
 
You may stay vascular I you stay lean, but AAS increase blood volume and blood pressure which makes the vascular look even more pronounced. That aspect will not be permanent.
 
A lot of compounds have a profound effect on hardness and vascularity like Masteron and some others. There will be a difference when coming off if them for sure, and a decrease in hardness, vascularity, fullness, etc...but you can also make pretty big changes in hardness and vascularity just by decreasing bodyfat.

^^^this right here sums it up and so true..

to the OP hormones are not magic potions.. when you are are on you will have 5-10X the normal male hormones a normal guy has. when you run DHT's.. then well they do what DHT's do.. the good: harder muscles, loss of water.. the bad: loss of hair :( ... when you come off you dip then are back to 1X normal.. so to assume you will mantain your look or strength while off is wishful thinking

the idea is to keep making slow and steady gains and cycle on and cycle off. personally I stay off most of the year. but thats just me. when I go on I absolutely kill it. and then while off I try to mantain as much as possible. i'm not silly enough to assume I will be setting PR's while off, but I still go in with the same attitude.
