ok, this could contributed to numerous factors.
are you running XP SP2? one of the updates for SP2 really fucked with many people's connection to the internet. there is a fix out there, but i dont have the address on hand.
secondly, i had an issue similar to that, and it was because winsock got fucked up. there is a program that fixes it - i think it's called winsockfix.
even if you dont have any problems, relating to software, it could simply be where you are downloading from. if i download a torrent with 50 seeds and 500 leechers, it's going to be slower than if i download a torrent with 500 seeds and 50 leechers - in other words, it all depends on the bandwidth available.
even if it is web based, your friend might be downloading the file when the server isnt as busy or your friend might not have to make as many hops to connect to the server he downloading from.
is your wireless connection secured? someone else might be stealing it and downloading gigs of child porn with it, thus slowing down your connection, and getting the FBI knocking at your door. connect to your router and check who is connected under the DHCP client list.
is your computer filled with spyware? there are many backdoor programs 'hackers' (script kiddies) use to takeover another computer and use its bandwidth for all sorts of malicious shit.
if you are downloading torrents, are your selected ports opened and properly forwarded? if not, that will drastically slow down connections.
what sort of firewall are you using?
