I have a jpeg which is more than 100 KB that I want to save as 19.5 KB jpeg

What is the proper term for this operation / what should I do ?
BTW, I'm using the Gimp

I'm looking (in the tools menu) for the option that will enable me to reduce the size in pixels of my jpg/jpeg

But I can't find this function w/ the Gimp (and I don't want to download a 500MB Photoshop just to do that)
