I do not have a licence (never needed one) and was stopped once by the police (yes they are actually very friendly) and he said you have had a bit too much to drink, dont make noise tonight.
On the bar thing / hotel thing. This used to be the case but there are an increasing number of outlets that are not in hotels but in close proximity to them that have started selling alcohol (legally).
There are also one or two clubs that are not attached to a hotel but serve alcohol (legally).
Nah, it's overrated. It's incredibly hot there, everything has to be done indoors (the ski resort is indoors), and the whole thing is set up for failure. Seriously, if there isn't a mass influx of new citizens, Dubai is set up for failure. Not even the tourism will be able to support it because there aren't enough people there to fill the jobs for all the proposed increased building. I really didn't enjoy Dubai that much. Again, I think it's highly overrated.
