i need a photo editing program

i've tried many times without success to 'borrow' microsoft photo editor from p2p sites. so what image editing programs from download.cnet.com can let me change the size of jpeg files? i tried ofotonow but it doesn't have a resizing option for when you print something.

photoshop is great but i think you should be able to do it in paint... how fast is your connection?
