how successful is spot injecting?

lets take lagging triceps for example. would injecting in them directly help them grow better or is that a sheer myth? thoose in favor for spot injections for lagging muscles please list positive experiences.

Do you guys recommend certain substances over others ie: winstrol rather than deca.
