For people outside of the US how safe is it to use this service to pay for as?
Some sources now allow you to use this method of payment.

I have used paypal for 1 year - it rocks!

Although I have never used it for a source. I love it for all of my ebay stuff. I have never had any problems. They really take care of you. They do not offer phone support. You have to work by e-mail. Just my two cents.
