How often and when do you give "bad karma"

Chat board uses karma way more than others.

I haven't been able to give bad karma in a long time because I must apparently "spread my karma around before giving it to the same person again."

One of the only things I hate about the karma system - you can't actively participate unless you're a karma whore. Goddamnit... I haven't given out good or bad karma to certain people in over a MONTH.
