How long can they hold a package after it test NEGATIVE for juice??

Tell me if this is legal? Customs agent thinks package may contain anadrol tablets, for example. He gives it to the locals who test it and it tests negative for any anabolic substance. How long can they hold it without sending out a seizure letter at least? Why would they not send the package on its way. You cant just detain mail for no reason, much less once it has been proven NOT to be the illegal sustance once thought.
