take a file or a sharp kinife and score half way around the neck of the amp. hold the base of the amp in your left hand and with the scored half facing you, snap off the top with your right hand, snapping away from you. Lefties just reverse. THis is a glass cutter's trick and has never failed me. I keep a ceramic bladed knife for just this purpose. You could laso pick up a glass cutter at the hardware store and use it.

I simply use a knife to score the amp and then open it,
For drawing, I always use an 18gauge needle and draw directly in to the syringe I will use to inject.
Don't waste or spill gear and you maintain sterile technique.

i've never even scored an amp with a file, i always just break the tops off straight up. never had a problem with that. even if the glass does break, only the top part breaks, and they break up into a lot of peices, and none of them are sharp enough to peirce your skin.

possibly, but seeing as just two of my amps have ever broken, and generally it's just cause i was impatient at the time, i see it as a negligable risk. and even if it does break, it still isn't certain that any of the glass will fall back into the amp (mine didn't, at least that i didn't see), if it does, it will probably be to big to go through the needle.

I use a metal file and score around the neck. Did the break open with fingers thing. Broke two into pieces spilling precious juice. The file was in my garage and has worked ever since. Heard of the Bic cap thing, my file works so good, takes less than a minute and I feel safe and secure that no more juice will go wasted in my life

Why do people insist on buying amp openers when the pen cap works just as well? Ahhh well...
